Division of Operations

The mission of the Division of Operations is to provide assistance and support services to the department’s line programs as well as legal support services. The division ensures that the department complies with federal and state laws, rules, and regulations for all administrative functions. The division includes the following organizational units:

Accounting Office performs all accounting functions for the department including: processing invoices, travel and other claims; deposits revenues; produces necessary financial reports; legal time reporting; billing; grant reporting; and maintains the department’s automated Accounting Information System.

Budget Office prepares the department’s annual budget and conducts various fiscal analyses, as well as provides technical assistance to programs in managing the department’s annual appropriations and collections, including developing the baseline budget and budget change proposals as necessary.

Case Management Section is responsible for the case management and time keeping application, ProLaw. This section provides technical and application support for those who use the system and provide training to new and existing users.

Central Services provides mailing and warehouse services to various DOJ facilities in Sacramento and buys and ships supplies statewide. The section also administers and staffs a document archive warehouse that provides on-demand storage.

Continuing Legal Education offers monthly classes for the purpose of increasing and refreshing the theoretical knowledge, analytical abilities, and practical legal skills of DOJ attorneys and paralegals.

Contracts Unit provides technical and analytical support in contracts used by the department including but not limited to expert witnesses, outside attorney services, law enforcement training, forensic services, and maintenance or repair of equipment.

eDiscovery & Litigation Services provides the management of electronic discovery and evidence organization to attorneys and other legal staff at the Attorney General’s Office.

Facilities Planning and Management Unit plans, acquires and manages the facility building and space inventory for the Department. This is accomplished by coordinating with the Bureaus, Sections and Units to deliver the program’s various facility projects and space needs, by acting as the project management team that will liaison with the Department of General Services and other control agencies to deliver projects efficiently and in compliance with all laws, rules, codes and regulations.

Law Library Services maintains six full-service law libraries in the legal offices; provides reference, legal and non-legal research to support the legal work of the department; compiles legislative histories on California legislation and maintains an extensive collection of previously compiled legislative histories; provides technical assistance and facilitates training on LexisNexis, Westlaw Edge, Accurint, HeinOnline, Law360 and CourtLink; arranges for inter-library loans; and orders all required publications for the legal divisions.

Legal Support Operations manages the day-to-day operations for the six law offices of the Attorney General’s Office (Sacramento, Fresno, Oakland, San Francisco, Los Angeles and San Diego). LSO provides legal secretarial and clerical support; docketing and central file storage; mail and overnight courier; Notary Public; office space management; administrative office and business services to attorneys, paralegals, executives and other legal professional staff; and analytical and administrative services and solutions that support the successful practice of law.

Local Assistance Unit provides administration of grant opportunities from the Department of Justice to local entities. In addition, the unit provides support and oversight for programs within the Department that receive grant funding from outside entities (State and Federal).

Office of Human Resources provides consultation and support covering the full employee lifecycle, including hiring, performance management, labor relations, health and safety, training, and the processing of payroll and benefits for all employees.

Office of Professional Development provides in-service training courses to help all DOJ employees improve their individual and organizational performance and meet various mandated training requirements. OPD’s classes are grouped into three general categories: Professional and Critical Skills Development, Desktop Applications, and DOJ Mandated Training.

Purchasing Unit oversees the order and purchase of goods needed to fulfill the department’s mission including but not limited to law enforcement equipment, undercover vehicles, office equipment, furniture and supplies.

Statewide Operational Services Unit provides various departmental services in support of asset management, records management, forms management, parking, credentials, emergency services and policy. This Unit also provides division-level support in the areas of live scan review for access, training and personnel.

Sustainability Unit ensures department compliance with applicable Executive Orders and state laws in regard to sustainability, green energy, and climate change. Compliance is achieved by analyzing benchmark data and facilitating projects that further the sustainability goals of the department and the State of California.

Telecommunications Unit provides technical support, system design, installation, and training of telecommunications systems and services owned by the Department. This Unit also provides expertise in state telecommunications policy, new service offerings, and current procedures and policy developments pertaining to the telecommunications industry.
