Born in San Francisco on May 20, 1904. Appointed Attorney General by Governor Brown in August of 1964 to complete unexpired term of Stanley Mosk. San Francisco District Attorney prior to appointment.

Aided State Legislature in drafting significant legislation relating to law enforcement, including measures to control use of narcotics/dangerous drugs, control promotion and sales of pornographic material, control destructive devices and dangerous weapons, and to improve quality of law enforcement.

A leader in protecting California’s water rights and fought vigorously to prevent pollution of rivers and lakes. Married to Virginia Lee Summers with two sons. Died on May 28, 1986, in San Francisco.
