Three Arrested for Stealing More Than $10,000 From Placer County Indian Casino

(SACRAMENTO) – Special Agents with the California Department of Justice (DOJ) assisted Tuesday in the arrest of three suspects on felony charges of conspiracy, burglary, embezzlement and grand theft at Thunder Valley Casino in Lincoln.

Members of the Thunder Valley Casino surveillance staff initiated the investigation into card table dealer Guiqin Luo of Sacramento, who is believed to have colluded with several players at the card table, allowing them to post late bets and failing to collect when the players lost.

Investigators believe the operation resulted in the loss of more than $10,700 from the casino.

Members of the Thunder Valley security staff, Placer County Sheriff's Office investigators and DOJ Division of Gambling Control special agents late Tuesday arrested without incident Luo and two card players, Khue Thanh Do of Rancho Cordova and Charm Sae Pharn of Antelope.

The suspects were taken to Placer County Jail. Luo was released on a $5,000 bail. Do and Pharn each were released on a $10,000 bail. All three are scheduled to appear at Placer County Superior Court on December 18.
