CAPSS Resources

In 2017, CAPSS will continue with development with various enhancement waves or “Releases” throughout the year. The CAPSS team plans to meet with the California Pawn and Secondhand Dealer Association, Second Hand Dealers, Pawnbrokers, and Law Enforcement to complete the final business requirements for the system.

You may refer to the “Release Notes” for the most recent system enhancement Implementation details.

Important notes:

  • API is an option not a requirement
  • For those stores that would like to test in a non –production environment, the CAPSS Sandbox is available for testing (see CAPSS FAQ’s)

Core XML documents (Updated: December 2022):

Pursuant to Senate Bill 1317, Section 21628, of the Business and Professions Code, which governs requirements of secondhand dealers and coin dealers to input data into the California Pawn and Secondhand Dealer System (CAPSS) has been amended. The California (CA) Department of Justice (DOJ) will be updating CAPSS to accommodate the changes that would exempt seller or pledger information from being included in reports submitted to CAPSS. The required fields in CAPSS, which would otherwise be used to identify a person, shall instead be populated by "on file". As a result of these changes, businesses will be required to modify their systems.

During the time businesses are updating their systems, there will be an interim window that will allow businesses to continue to submit their XML reports as they do today or submit XML reports using recommended test data for the seller or pledger that has been provided by the CA DOJ. In either situation, the seller or pledger information will be overwritten by the DOJ and no PII will be displayed until the implementation of SB 1317. In addition, the DOJ will be sending a notice to law enforcement informing them that no PII can be used from transactions submitted after January 1, 2023 and instructing them to obtain PII from the stores.

Note: Information submitted pertaining to the store and items, shall continue to contain real data when submitting to CAPSS.
