Gambling Regulations/Rulemaking Activities

The Bureau of Gambling Control (Bureau) intends to promulgate regulations concerning Blackjack-Style games played at California gambling establishments and Rotation of the Player-Dealer Position.

The regulation process is ongoing. Under the Administrative Procedure Act, DOJ must include a response to the Department of Finance’s (DOF) October 2024 comments to the Office of Administrative Law (OAL). The DOJ will also submit a response directly to DOF soon. In addition, more information will be coming soon regarding a public comment period and virtual public hearing where stakeholders can comment on the proposed regulations.
